I received the attached letter concerning Flowback from BLE General Chairman Linsey last week and responded with the attached letter.  I have heard that Mr. Linsey is being pressured by several of his locals about Flowback and he has tried to paint the UTU as the delaying factor.  It is plain to see that I have been the prevailing party to propose a Flowback Agreement and to push all parties to meet to discuss Flowback.  Mr. Linsey has been a constant drag against Flowback progress.  As I stated in my letter to Mr. Linsey, Flowback is important to myself and the membership and I will continue to push for continued progress.  I will continue to keep you all apprised of any progress.
