October 2 at 12:01 AM the manner in which consecutive starts are counted will change.  Previously, an employee needed a start each calendar day to extend the count.  Starting October 2, an employee will need a start within 24 hours from the previous tie-up to extend the count.  For example, if an employee puts off duty at 3:00 PM, he/she will have until 2:59 PM the following day to have a start to extend the consecutive day streak. Below is a summary of the changes to the START Policy effective September 6, 2012. Code 1 (talk-to) violations are now strictly verbal. No computer entry or entry into personnel record. Code 2 (letter of caution) violations will no longer be entered into personnel record. More use of email versus postal mail as well. Last week in Norfolk, a tri-party meeting was held with the UTU, BLE, and the NS in regard to Flowback. The latest proposal to implement a pilot project on the Illinois Division was circulated with a lot of discussion. I chose to sign the proposed agreement subject to ratification. The BLE GC is still not comfortable signing the proposal as he still wants changes made to it. I respect his position, but wholeheartedly disagree with it.
